The Tennessee Outdoor Advertising Cooperative was founded to provide unity, protect and advance the common interest of outdoor advertisers, property owners, and owners of outdoor advertising, and to promote and protect fair and reasonable regulation of the outdoor advertising industry.

TOAC includes billboard owners, landowners, advertisers, and others who have an interest in the outdoor advertising industry. All members agree to abide by the TOAC bylaws.
